I used a compass to make the circles then painted them in with a brush. This is the $ store paint that comes in the plastic bottles. It's water based paint so easy to clean the brushes. The rudder width I divided by 3 so each section of the red, white and blue were even widths. Takes a while to do but with the weather the way it is, there's no hurry.
 Not as steady with the paint brush as I used to be but looks OK at half a mile. ;D

Give it a try Dwayne. You might surprise yourself. It doesn't have to be perfect.
